Title: What the hell is State of Emergency about!?!?!?

I just read that little article at gamespot and saw som screens.  It looks like it will be a very fun game.  Whats the objective in this game? do you play a character like in GTA3? or what?  A link to a website would be nice! THanks, Merry Christmas!!!
