Check this out. This is how they handle it on another VBulletin forum. I think this is a great idea:

Effective Immediately we are changing the system from the default of 30 seconds between posts to a new variable scale.
Your minimum posting interval will depend on your Average Daily Posts. You can see your average daily post value by viewing your profile. Depending on that value, the system will allow you to post once every time block. So if you average less than 5 posts per day (as most do) you can still post up to once every 30 seconds. The list is as follows
If your daily average is...
Less than 3 posts/day - You can post once every 15 seconds
Less than 5 posts/day - You can post once every 30 seconds
Less that 10 posts/day - You can post once every 60 seconds
Less than 15 posts/day - You can post once every 90 seconds
Less than 20 posts/day - You can post once every 2 minutes
Less than 30 posts/day - You can post once every 5 minutes
Less than 40 posts/day - You can post once every 10 minutes
Greater than or Equal to 40 posts/day - You can post only once every 20 minutes
It is our goal to cut down on the recent onslaught of filler posts that seem to be cropping up in most every thread.
Keep in mind your daily average is calculated by taking your total posts and dividing it by the number of days that have passed from your join date (the day you registered for the board). So unless you are new it will take lots of posts to move this number very much.

Its a good idea but a better idea would be to ban the arses who post in off topic, you know who I mean!

so new members can post every 15 secs, and old school members every 20minutes! wtf
sounds to me like they cant afford thier bandwidth bill

the only people that it punishs are the ones that come here more then once a day and hence forth have high dail post counts - but even those people like me usually have under 10 posts a day average
so it seems pretty decent but i think 20 minutes is pretty overblown

Actually I don\'t think that\'s true. The top posters are
Sublimesjg = 8.89 posts per day
Living-in-Clip = 8.17
Samwise = 6.96
Ddaryl = 5.81
ooseven = 5.04
mm = 3.69
Fastson = 4.58
n0-0ne = 6.51
Under this plan, all those people could post at least once every 60 seconds if they wished. Some of them could post once every 30 seconds. One of the people in the thread I linked to above said something like "if you can read a thread and write a post in under 30 seconds, was it really something worth posting?" I guess it all depends on what your definition of spam is. I think this would be effective in controlling spamming by new members, and still allow everyone else to post at their normal rate.

I like this idea, especially would have liked it months ago when there were many spammers around. Although it isn\'t as bad as it used to be I\'ll try anything to get rid of spam.

Actually it does work because it punishes the new people more than the old people. It keeps someone from getting on here and posting 20 posts a day for a week right off the bat. Heck, I probably post 10-20 a day now, but my count is still low because I have been here for a while.
Imagine if this were enacted when Troglodyte first started. That poor guy would have been sitting there pushing Submit over and over again.
Anywho, I like it. Although it may be a problem to set up.........

Another reason they are doing this is because they get a helluva lot of people on their boards. We don\'t have that many people on at a time so it doesn\'t help us.

The stated reason for this policy on the s2ki forum is to control spamming, not to control bandwidth. Why do you say it wouldn\'t help us? It would help us control spamming.

I think its kinda silly to me. That wont stop spamming. The spamming people will just wait longer to spam basically.

Well, ajoh really did spam it up early on, you have to admit.
Theres really no way to control spam except
1) Have really tough mods (warning, ban)
2) Don\'t respond to posts with stupid "yeah" or "me too!" answers
3) Don\'t respond to flamebait posts (I know I don\'t)
Problem is, a lot of people tend to reply to good threads without adding any new information or without imparting any opinion beyond the whole "yeah, I agree" or "you suck" post. Believe me, I used to hang out a whole lot more in the off topic section, but these days it\'s pure spam-posting junk. People are posting threads like "do you like puppies", or "who lives in the US" so that 50 people can reply with their one word posts, and they\'re posting these questions at least once a day. Unfortunately people just keep responding, driving up their post counts.

I have an old post in the suggestion forum, and I though some ruled that should have been adopted included:
1) Never replying to your own post for any reason. No bumping, and use the damn EDIT button!
2) Especially in the main and game forums, deleting posts in GOOD threads that dilute it\'s quality. So if there is a long post about a new game, and it\'s features, and four or five people have added in new pics, features, links, and stuff, and someone comes in and posts "I can\'t wait", it gets deleted (more mod work tho :()

I vote yes for this Program! However, one other suggestion.
An Elite member status where these rules don\'t effect you. (This includes Admins, Mods, and regulars who have been here for some time.)
The system will work, it just needs some things to fixed. For instance, if your a legitamit poster, and you don\'t post garbage, why should they be effected. Where as if you have a history of spamming, this would tame you.
