dude settle down. A VCD is a video cd...does that make it illegal? NO. It all depends what you are putting on these cd\'s people.
I asked the same question recently becuase i have a lot of home videos and i wanted to burn then onto a VCD so i could watch them on my ps2. But as you said ps2 cannot play VDC\'s. I have heard rumors that codecs will be included on the hard drive (if its released) that will allow ps2 to play them but i have been told that this is false...any body hear anything else regarding that?

To play VCD\'s on the Dreamcast, you don\'t need a chip or anything. All you need is a disk with a small self-bootable program on it and the movie you wish you play. That\'s it. The program boots up, and gives you the VCD player interface.
I don\'t see where the process would be much different on the PS2. AFAIK, there is no hack for it to play VCD\'s tho. I\'m probably wrong since I haven\'t done too much looking up on the subject.. but I haven\'t run across any.
