I live in a medium sized town, Chico CA.  It\'s well known as the biggest party town in the US, and has the US\'s most renowned party school, Chico State (the only school to grace the top spot on playboys top party school list) hell we were even mentioned on king of the hill, by Connie "I don\'t want to go to Harvard, I want to go to a party school, Chico State baby!"

Halloween is a huge ocassion, we get between 10-20 thousand out of towners come to Chico for Halloween, the streets are filled with people in full costume, and it resembles mardi gras.

well this year, the Rat Bastard city counsil has shut down Chico for Halloween, the fun is over....all because of about 20 rapes, a murder, a bunch of bonfires in the streets and a few hundred public intoxications.  I mean hell that happens all the time.
