Lol, It is fake. I am about 99% sure...

For one thing, I dont think they take pictures illegal immigrants, for another thing it appears they are in a parking lot.

I dunno if its fake or not. I just dont see why someone would do it for shits and giggles.

I do know that govt. agencies do take pix of the odd shit they encounter.

That is not a fake.  Look at the shadows from the flash.  Look at it very very close, you can tell it isn\'t planted in there.  Plus do you know how hard it would be to get her to sit like that perfectly so you could put her in that position?  This is very real.  Very odd and sad, but real.
