Not just a power drill! But an ELECTRIC power drill in 4 feet of water and being soaking wet next to where the plugs meet! :D

He would most likely have to be touching the drill while it is touching the water below too.

How else do you suggest he does it?

The cord is not in the water. It\'s just that if he dropped the power drill into the water, being barefoot (no rubberized sole between him and the aluminum ladder) and wet would lead to a shocking consequence. :p

Their could be a rubber padding on the steps- most ladders have that, but his elbow is still touching it.

And that doesnt even look like a powerdrill, more like a hotglue gun. I havent seen any like that, and I work with wood alot.
