my oldest brother's dell's laptop is pretty slow, especially when opening webpages that are pictures, text, and/or video heavy. so, i wanted to know how to do a windows 10 reset or recovery on his laptop? btw, his laptop used to be windows 8 but i upgraded it to windows 10 nearly a couple months ago.
i think he either opened or maybe installed some webpages that has viruses in it that's why its slow. its been slow like this for probably a year or so when his laptop used to be windows 8.1. upgrade to windows 10 is great, but its doesn't help much making it faster opening webpages. so i wanted to know if it's possible to reset windows 10 or do a recovery on it.

I think your hunch is correct, especially if he clicks on a lot of social media clickbait. First thing I would do is run a virus scanner and a malware/spyware scanner. I run avast pro and also spybot and malwarebytes. Usually catches everything.
Other thing you can do is check to see what he has running in the background. He could have a lot of unnecessary programs that you can turn off at startup. I used to have the link to the database but I think I lost it when I reinstalled windows 7 a couple months ago. Just search speeding up Windows and you should find it.
Otherwise if that doesn't work, full reinstall of 10 will be the option I would go. Sometimes starting fresh is the best option.
My computer was very slow this summer until the hard drive crashed. Took forever to start and would take forever to load programs (internet was fine when the computer started going). It is possible too that he could have a hardware fault as well. But what you describe sounds more like the operating system.
