They are tied off with a seperate cable from the basket. It is attached to the roof and will allow the person to dangle (if the basket fell) until rescued.
Also the brace which suspends the window washer cart completely malfunctioned and bent which then gave the basket way too much slack and the winds just proceeded to push the basket around.
The company that sent these people out to wash windows in the windy conditions should be getting there pee-pee\'s slapped.
