song is dhalsim theme from street fighter 2.  first video is arcade version, 2nd video is snes version, and 3rd is sega genesis.  i think i prefer snes version the most, i am torn between which version i like the 2nd best.  maybe arcade 2nd best and genesis 3rd best.
