What is the "rating" bit about in the forums?

Just wondering after the "views",it says "rating" what are they for?,and can we use them?

In some forums you can rate the quality of threads.I think it\'s disabled here,otherwise we could rate threads.

yea people rate the quality of posts or the topic - it seems like it works but it never displays the results

But I don\'t think they shoulf enable the rating system.Usually people just abuse these things.
