It signifies the authority to rebuild the temple and resume animal sacrifices AFAIK. This is a precondition (in some beliefs) to the return of Messiah.

There was a red bull a few years back, but it developed impurities (white hairs) and can have NONE.

It’s too bad that they don’t believe that with the death of Jesus Christ, all the old law sacrificial rules were ended. According to the Bible (New Testament) they no longer need to make an animal sacrifice for atonement for sins since Jesus was the ultimate sacrifice on the cross for all sins and all mankind.
