You sure it was steady? Maybe it went from 60 to 30 and caused alot of slowdowns. So Nintendo went to 30fps to get rid of the horrible slowdowns. (30fps isnt really that bad in slowpaced games. Racing games however you notice it more)
Ive never heard of a game on PS2 where the developer lowred the framerate.
Oh ya, R&C framerate was rocksolid when I tried it out.. Eventhough I used the glove of doom on those robot dogs
