Blair tells troops to prepare for war

LONDON (Reuters) - Prime Minister Tony Blair has told British troops to prepare for possible war with Iraq but says it is still unclear whether weapons inspectors would find Iraq in breach of a U.N. resolution on disarmament.


In a Christmas message to the armed forces, Blair apologised to troops for the uncertainty facing them but said it was inevitable.


"At the moment we simply don\'t know whether Iraq will be found in breach of the United Nations resolution," he said on Friday.


"The key thing at the moment is to make all the preparations necessary, and to make sure that we are building up the capacity in the region -- both the Americans and ourselves -- and that we are able to undertake this mission if it falls to us to do so."


Blair was speaking in a message recorded on Thursday and transmitted Friday on the British Forces Broadcasting Service.


Britain has been the staunchest ally of the United States in its war against terror and its bid to disarm Iraqi President Saddam Hussein of any weapons of mass destruction.


This week, the government geared up for a possible war, readying troops to move at short notice and contracting ships to carry military equipment. And a senior German government source said on Friday that Washington had asked Germany to provide 2,000 troops to guard U.S. bases in the country at the end of January.


The United States on Thursday declared Saddam in "material breach" of U.N. resolutions for failing to disclose information about illegal weapons, an ominous legal term that could trigger war against Iraq.


Blair, visiting a hospital on Friday, said that, like American officials, he was deeply sceptical about the 12,000-page document Saddam gave to the U.N. on his weapons but London has not said Iraq is in material breach as yet.


Blair said war could be avoided if Saddam cooperated.


"They have got to make sure weapons of mass destruction material can be destroyed and if they do that then war is avoided," he told reporters. "If they do not, then we will have to make sure they are disarmed."


In his earlier message, Blair said that if it were found that Saddam was not cooperating "properly" with inspectors, the issue would be taken back to the U.N. Security Council. He added however: "we will be prepared to use force."


Britain and the United States have signalled they would prefer a second U.N. resolution before attacking Iraq but that they would go ahead without one if it comes to that.


Blair said the only way Iraq would cooperate properly was if U.N. resolutions were backed up by the potential use of force.


"We should never undertake conflict unless we have exhausted all other options and possibilities," he said. "Sometimes the best way of avoiding war is to be prepared for war if you have to have it," Blair added in his message to the troops.
