Decode/Encode NTSC - PAL

I just got the European PS2 that only works with PAL.  I was living in the USA and own tons of PS1 NTSC games that I want to play on my PS2.  Can I get a decoder or change a chip or something like that so that I can play both PAL and NTSC encoded games without having to by a US PS2?  I have the same issue with all my DVDs. Help!

Yes I know the reason.  If you live in Europe and buy your games & DVDs from the USA or Japan then you get much cheaper games and can save loads of money.  Import regulations are against this so they did not allow multimode systems.  The only problem is that they did not take into consideration my issue mentioned above.  :-(
