lot, probably the best suggestion so far..
a few of my own
- maybe a two player mode (linked up most likely, or over a server) where one person can be the police and the other can be the fugitive. Kind of like Need for Speed Hot Pursuit, only more advanced and the person in control of the police hsa a squad based on, and the better he does the more specials he gets, such as the ability to call in the FBI etc. etc.
- base the single player around gangs, kind of like GTA2, where depending on which gang you side with, thats where the story goes, it would be much more advanced the storyline branches would be great, and would add a lot of replay value
- the ability to call in your own back up to get cops/rival gangs off your tail. this would be especially usefull in the first multiplayer point i made. going with this, you could have maybe a mini sub game, which could incorporate strategy elements and you have a certain amount of units and have to make an assault on some big police headquarters, gang headquarters, stuff like that, t\'would be a good distraction, kind of like team fortress or counterstrike or something...would be great multiplayer...
- being able to get contacts in the police (through use of bribes, blackmail, friends etc.) getting the advanced word onwhats going down, but you cant use them too much otherwise they will be found out. this would be hard to impliment but if you came across an off dutie police officer or something like that (or convention for police officers or something) anyhoo...corrucption
- the ability to enter a code and get pstwo to shut the **** up
- destruction derby sub-game. its very minor but it would kick ass

- destructable buildings andsuch would be great, but i dont see that happening this generation. this woud be great fun when using something like the tank, just ramming through stuff
- more cars

- get the 989 boys who made Syphon Filter, or the people behind max payne, to design the shooting system... it needs the most improvement
eh, that\'ll do for now...no game is perfect
