Call the Sony customer support and request SCEA address and contact info.  It\'s in San Mateo, CA near Bay Area.  There is also a contact name.  Actually, my e-mailed formal complaint was answered much quicker than the letter I sent.  Your best bet is to E-mail a formal complaint letter from the official sony ps2 website.
