Mac formatted disc on a PC

OK, I\'m not going to get into this whole story right off the bat, but can a disc of JPGs burned with Mac OS 9 be read by a Windows computer with no extra Mac reading software installed?

In otherwords, is a burnt CD cross platform in the formatting?  I realize the JPGs are cross platform...
I wear a necklace now because I like to know when I\'m upside down.

Nevermind.  I guess you aren\'t necessarily burning an HFS disc when you are burning a CD.  I guess Macs burn ISO discs as well which I didn\'t realize.  So why don\'t PC discs read on a Mac if these discs burnt on a Mac work in a PC?
