The sign says $1.399 per gallon, so you by one gallon. You can\'t pay less than a cent, so you have to pay $1.40. Buy 9 gallons, they\'re making an extra .9¢. They\'re technically charging you more than the advertised price, so they get "free" money in some cases. Now, if you bought 10 gallons, it would be $13.99, and you are getting the exact price advertised, so everthing is kosher. They\'re selling a liquid product down to the thousandth of a gallon, so those fractional cents let them keep actual product in their inventory.
