My computer wont let me shut it down.  I go to turn it off and nothing happens...this is messed up.  Any help?

Windows XP, I tried something different after it wouldnt shut down.  I went to "switch users", This takes me to the main login screen.  From there I clicked turn off computer and it let me accept it displayed a message.  "someone is still logged in, this could lose data" I went ahead and proceded anyways.
