MPEG-2 and MPEG-4 are both digital video standards, not texture formats. While it is possible to have a video as a texture, a single frame texture would be compressed by one of the JPEG compression schemes, not MPEG. MPEG is compressed both frame by frame and also by comparing multiple frames to each other.
The MPEG format comes into play somehow. There has been talk about it in interviews, but Until we get a translation on this its a curiosity of mine that needs an answer
