This was very unexpected.
Here is the quote from Tekkenzaibatsu:
As expected Tekken 4 has adopted the Tekken Tag system of releasing new characters via the Random Select box. Jin Kazama is now selectable by random only in Japan.
Jin\'s Wind Godfist is now much like Kazuya\'s to where it is hard to lift your opponent, most likely requiring a counter hit as well. The Thunder Godfist has been replaced with a new hook type mid hitting move. But the changes don\'t end there, the Hell Sweeps have also been changes completely and the Laser Cannon is extremely hard to land in combos. As a matter of fact Japanese players are starting to wonder if it is possible at all.
Some new moves include a five hit rush string (similar to Kazuya\'s new string), a new d+4 slicing kick and now f+1+2 move. His b+1 Parting Wave now links to various of the new moves and his WS+2 Upper seems to have lost some of it\'s reach.
And here is a quote from Ben Mishima (a top tier player in Europe) saying he played against Jin right before Heihachi:
Jin is in T4. He isn\'t playable yet but:
You fight him b4 you fight Heihachi.
His moves look very different now, his EWGF looks way different, his sweep looks like eddys ss+1+4. He has some move that looks like hwoarangs 333 and another move that looks like laws ff+3 (but with his right foot). He has a kick that juggles you really high, Kaz\'s b+1+2 from the test version and bare cancels like baek. His hands glow red also, maybe its devil possesion.
His costume is black and white, he doesn\'t have his hood when he fights, just in the intro part.
Remember who told you first cause nobody beleives me right now, but when he comes up, I\'ll be the one whos laughing.
It is still not known what you have to do to play against Jin before Heihachi, but I\'m sure someone will figure it out.
Ken Mishima played as Jin today, and he found out a lot of new moves:

New Stuff:
112 is gone.
EWGF never juggles, on CH knocks far back, on normal hit, just knocks down.
bf+212 doesn\'t really work in juggles (maybe I mistimed it?).
There is no 3 ring circus anymore.
WS+44 is gone, only WS+4 is there.
WS+2 juggles nd is the same.
WS+1,2 is now the first part of twin pistons followed by the second part of df+12.
df+12 isn\'t there anymore. df+1 is there.
No TGF, he does some weird punch instead.
His CD is like hwoarangs, (no proper WD).
b+23 has changed a lot.
d+3+4 juggles HIGH.
b+24212 isn\'t there.
b+4 is really different, its a bit like laws ff+3. (Maybe useful in juggles).
WS+3 is very similar too hwoarangs.
bf+2 still stuns, dunno if you can escape. You can escape the bf+212 stun tho.
123 is the same as before, so is ff+2.
His ss+2 is gone.
His EWGF looks similar to bryans qcb+2, but gives tons of gaurd stun.
New Moves:
df+14: df+1 followed by a mid kick.
df+14~4: df+1 followed by a low kick.
f+3: Looks like lees f+4 but is slower.
f+3~3,3: f+3 cancels into a mid kick, followed by another mid kick.
1+2: some weird karate punches. He has another version of these punches ending with what looks like df+1, but I couldn\'t figure out how to do it.
d+4 does some weird sweep that hardly does any damage.
dunno if you can juggle after his cd+4, but it looks like eddys ss+1+4.
db+4 of Kazuyas is there, but it looks different.
124 looks really different.
uf+4~3 looks really different (and better). Looks like Craigs ff+3.
There was more but I couldn\'t figure out how to do them. Gonna go back to the Arcade later and try to get him again. From what the computer did, he has a few more punch combos and some cancels like baek/hwoarang.
At the moment, I like this new version of Jin. He looks cool and seems way less scrubby.
Wow, Jin has changed a lot.
