Wow check this game out!!  I got the info from consoledomain.

There will be a range of game modes for you to play including championship, single race, two-player and the nail-biting Keirin. This section of the game sees you go up against a number of contenders; the driver who comes in last in each race is knocked out. This means the pack you race against gets smaller and smaller and more difficult to stay with. Great fun. The other modes are self-explanatory and follow the simple premise that most racing games adopt: win races to unlock a huge range of cars that are totally different to drive, with different handling and speed capabilities and a selection of different tracks.

The action is already fantastic as you swoop through some brilliantly designed landscapes complete with bizarre high-rises, neon advertisements, and on-coming hovering traffic. You will fly down tubes, dodge huge mechanic arms, on-coming trains and monorails. Dirty tricks also come into play as you weave round tight corners and move up and down to pick up special bonuses, like fire or water bombs, designed to slow down your enemies.

Is this based on The Fifth Element?  Because that taxi is straight out of that movie.

This is just a really crappy looking PS2 game. PSX could never do that lighting, this game just looks really ho-hum.
