A true terrorist would make a statement with his act, so it would be directed at a country/entitity it sees as a source of ill will towards their own country. IMO.
I guess it\'s time to dig out some bad things Australians have done,.. say in the 60-70\'s era... anybody else wanna dig for it?

Terrorism
The threat or use of violence, often against the civilian population, to achieve political ends. Terrorism involves activities such as assassinations, bombings, random killings, hijackings, and skyjackings. Governments find terrorism difficult to prevent; international agreements to tighten borders or return terrorists for trial may offer some deterrence. In 1999 the UN Security Council unanimously called for better international cooperation in fighting terrorism and asked governments not to aid terrorists.
