I think it should kind of be based on each. As well as the general respect the person receives from the other members of the forum.

the cc\'s had even more complicated newbie laws than this, and there were varying degrees of n00bism. You were stil a n00b if you hadn\'t been here a year and post count was not really important. But quiality of the posts was, and some people could be deemed to be a non-n00b after only weeks. It was all very complicated. Then there were people like the equivilent of PS2_Girl who were deemed to be n00bs for ever.
