Well, Paul, you have to understand that the RPG genre isn\'t really mainstream in the US yet (don\'t think it ever will be, actually)... I think the only mainstream series\' seem to be Final Fantasy and Pokemon, but even the sales on those in the US pale in comparison to the sales of say Dragon Quest in Japan.
In the first two years of PlayStation\'s life, you got crap like Beyond the Beyond, and a few gems - like Wild ARMs, King\'s Field, Persona, and Suikoden. The "big name" RPGs didn\'t come until after Final Fantasy 7, and they still took
years to come out. Most of the great PSOne RPGs didn\'t hit until 1999 or 2000 -- 4-5 years into the system\'s lifecycle.
So, as far as PlayStation 2 goes... It\'s actually already doing better, and the gained "momentum" as you call it - is plainly noticable. The line-up on PS2 within this first year and a half is already better than the first two years on PlayStation - so what\'s the problem?
And as for the RPGs out now, there\'s:

Final Fantasy 10, Okage: Shadow King, Dark Angel: Vampire Apocalypse, Summoner, Eternal Ring, King\'s Field: The Ancient City, Drakan: The Ancients\' Gate, Grandia 2, Warriors of Might & Magic, Legend of Alon D\'ar, Baldur\'s Gate: Dark Alliance, Shadow Hearts, Jade Cocoon 2, Dark Cloud, Ephemeral Fantasia, and Wizardry: Tale of Forsaken Land.
That\'s already 16 RPGs, and at least around 10 of them are "worth mentioning" and definitely worth playing... Maybe even more if you enjoy niche RPGs.

You can also count the hybrids like -- Gauntlet: Dark Legacy, The Bouncer, EverGrace, Forever Kingdom, Legion: Legend of Excalibur, Deus-Ex: The Conspiracy, Shifters, etc. if you like... It depends on your definition of RPG really.
And if you\'re worried about the future... Don\'t be.

This fall alone is seeing the release of -- Dark Cloud 2, Summoner 2, .hack: Volume 1, Wild ARMs 3, Grandia Xtreme, Kingdom Hearts, Armada 2: Star Command (hybrid), RPG Maker, Suikoden 3, and Legaia: Duel Saga... Almost all of which will be "worth mentioning," so that makes 10 more RPGs worth playing.
And if you want to look even farther ahead... There\'s Final Fantasy XI: Online, Final Fantasy XII (offline), EverQuest: Online Adventures, Star Wars Galaxies, Star Ocean: \'Till the End of Time, Sakura Taisan ports, Tales of Destiny 2, the other three volumes of .hack, Xenosaga (possibly all 6 episodes), Final Fantasy 10: Yuna, Final Fantasy 10: Rikku...
Ya\'know what? I could keep going on and on, and list around 20-30 more... If you don\'t get the point about PS2\'s RPGs, and that they are in fact coming - then I don\'t know what I can say to convince you.
All I\'m saying is give it time... You\'re expecting too much too soon, and you\'re neglecting the around 10 quality RPGs already released on the console. I suggest checking out underrated gems like Shadow Hearts, Wizardry, Okage, Tsugunai, and the like if you\'re really looking for some quality game time.
