It\'s at the police station...in Washington Beach, I think.
(Midway North/South on the first island).

Walk in to the police station, WITHOUT a weapon in your
hand. Walk to the left, and go in the bathroom. It should
be right there.

When you get adventurous, do the same, but with a shotgun.
See how long you last... =)
