Personally, I think its a good idea to base fines on misdemeanors by income...

Fines based on income are not a good thing.

If the fines go up for rich people they go down for poor people. That is not fair at all. Why punish people for being successful?

I know if I was unemployed in Finland I would never drive under the speedlimit. Maybe if I was in debt they could pay me?

They shouln\'t be breaking the law in the first place(Of course I\'m a hypocrite). Just because they are poor doesn\'t mean it won\'t hurt them. If the percentage of the fine was the amount they make in lets say a month. If the percentage was 10% and I make 1000 dollars a month. That would be a total of a 100 dollar fine. Doesn\'t seem like much but they could be used. If I make 100,000 then the fine would be 10,000. It\'s an equal rate.

The second incident was a man going 46 in a 31.  He was fined 148,000.  You\'re wasting my time if you\'re going to try to defend that.

I could see a reworked version of that being implemented.  Having ceilings and floors to keep the outrageous fines to a minimum.  Doubt it\'ll happen, but I don\'t see why it wouldn\'t work.
