With about 83 percent of the votes counted, the referendum was rejected by 57.26 percent of voters, the Interior Ministry said. The treaty was supported by 42.74 percent, the ministry said.

All 25 EU members must ratify the text for it to take effect — and nine already have done so. The Dutch vote Wednesday, with polls showing opposition to the constitution running at about 60 percent.

"There is no more constitution," leading opponent Philippe de Villiers said. "It is necessary to reconstruct Europe on other foundations that don\'t currently exist."

De Villiers called on Chirac to submit his resignation — something the French leader had said he would refuse to do — and called for parliament to be dissolved.

"Tonight we face a major political crisis," he said.

EU officials had said that even if France rejected the treaty, efforts to ratify it in other countries would proceed, and they have been vague on whether the treaty might be somehow renegotiated or submitted to a repeat vote.

Backers said the constitution, which European leaders signed in October, would streamline EU operations and decision-making, and make the bloc more accessible to its 450 million citizens. The text would give the EU a president and foreign minister so it could speak with one voice in world affairs.

Opponents feared it would strip nations of sovereignty and trigger an influx of cheap labor just as European powers such as France and Germany struggle to contain double-digit unemployment.

Left-wing opponents argued that the treaty would not protect France\'s cherished social protections and public services, and would open the door to unfettered capitalism and trample on workers\' rights.

The idea of a European Union is very very good. However, the current governments did a poor job at promoting it. Secondly, various sentiments like economic domestic problems kept alot of voters to vote YES.

But i think they forgot to think on a longterm basis. Europe needs to be whole and strong in the future.

Don\'t you think it might be most people are opposed to globalization?  That they might want to keep their self identity?  There are too many languages and cultures in Europe to become "one".

Sure the EU is good for trade and what not, but that is about all.  If I were in Europe I would vote no as well.  At least the French showed they had balls (though microscopic) by defying Chirac\'s wishes.

Well, that is one of the more sentimental arguments to vote against, indeed. But that\'s all non rational thinking by ppl who voted NO.

Remember, most of the new EU constitution is actually based on the rules of the old \'Nice accord\'. What makes this new is that it makes some of those rules official to all EU countries and that the (veto) rights are being more spread over all the countries.

Indeed, trade and knowledge economy would benefit the EU on it\'s whole scale without affecting each countries\' national identity ; that nullifies the fear of globalization and fear of loss of national identity.

In turn, the EU constitution would make each EU country\'s economy better thus healing the domestic problems they face now.

Too bad the current governments did a bad job at promoting the campaign and lack of giving the right info about it.

The Dutch ppl are going to vote today. I\'m gonna vote YES. I wonder what the rest will do...

Actually I\'m not so sure anymore. I think we can do better then what is in the proposal right now.
Too bad it takes so long to negotiate a new proposal.

Btw, I just hope the dollars stays weak against the Krona long enough so I can import a PS3. ;)
