Or that toll booth was the EZ Pass lane where people normaly DO NOT STOP, but this guy was clueless, tried to pay an unattended booth and BAM! Rear ended!

OR

The driver who had the EZ Pass tag drove into a non-EZ Pass booth, where someone was paying.
