Ok techies, I need help diagnosing a problem

This issue is definitely hardware related. Lately, my monitors have been flickering. Its not a flicker flicker but on one monitor or the other (usually the one I have active windows open), there is a split second flicker. One part of the screen flickers on the other (like the start menu or an active window). It has to be a hardware issue. I have had issues with the motherboard before (it would get stuck in a bootup loop without going to Windows from time to time and tech support said it was most likely the motherboard). But I have seen this flicker before when I was trying to find a stable overclock on my graphics card. So I wonder if it's my graphics card.

Anyone else have this happen to them? I'd like to figure out what hardware is failing so I can get a replacement when it does. But I don't want to get the wrong piece of hardware when its something else.
