I am not too impressed by the first lot of screens you posted, however, the SWAT game by Sierra does look very promising. Can PS2 compete? I honestly don\'t know.. these graphics presented in SWAT: GST are very good, although it\'s the lightning and great high res textures that makes this title look so good. You might deny this, but streaming textures has been the biggest problem on PS2-Hardware to date. Games like GT3, Final Fantasy X have finally gotten hold of it a little, so I think we will also see great improved in this department. At least to say, I hope we will. Seing that Outcast 2 (from a small developer) is looking this good so far and that at 60 fps is very good news for us PS2 fans. Speaking of texture detail:

then, we have this \'other\' Rally game.. that africa ... game, that appearently kills GT3 graphic wise. I am too lazy to look for those first screens, but from what I have seen, texture detail and landscapes are amazing, just like in the two screens above (which represent in-game graphics, I believe). So, can the PS2 do this? I sure hope so. If games like WRC and others can look that good (with textures like that), then I don\'t see why a FPS couldn\'t.
BTW: I believe that MGS2 is first generation aswell. I\'d call GT3 second generation (since the graphics engine had been rebuilt after TGS 2000).
